The opportunity
GDCo was hired to master plan the redevelopment of a 20-acre underutilized site on Baltimore's Inner Harbor – a vacant, dilapidated former ship off-loading area with a patchwork of public and private ownership that was not conducive to redevelopment.

The solution
We directed the initial planning and site design, and negotiated a land disposition agreement with the City of Baltimore. This allowed the site to be subdivided into eight new city blocks, extending the existing street grid system
from surrounding neighborhoods into the site. Together, we created an $18 million infrastructure improvement program that has revitalized the area. The program included a 2,000-foot scenic waterfront promenade with a 200-slip state-of-the-art marina and a high-rise commercial zone.
